C3SA Brings Cyber Resilience to Europe with New Hub in the Netherlands
The Canadian company establishes its European headquarters in The Hague, aiming to safeguard cybersecurity and digital sovereignty in the region
Ottawa-based cybersecurity firm C3SA has chosen The Hague as the base for its European headquarters. With more than two decades of experience securing national security and critical infrastructure, C3SA brings a resilience-first approach to help organizations confront emerging threats in the digital landscape. Entering the Dutch cybersecurity ecosystem positions C3SA to strengthen cyber resilience and digital sovereignty in the Netherlands and across Europe.
C3SA will mark its expansion into the Netherlands by participating in two key components of Cybersecurity Week 2025 in The Hague. On October 1st, the company’s CEO Jarett Parent will lead a keynote speech at the ONE Conference. And on October 2nd, C3SA will host a Live-Fire Cyber Resilience Challenge at the Security Delta (HSD) campus.
A cyber resilience-first approach
C3SA specializes in privacy, security, defense and resilience. The company delivers right-fit services and solutions across the full spectrum of systems architecture, engineering, offensive security, compliance, threat intelligence, digital forensics and incident response. C3SA’s journey to the Netherlands
In 2022, C3SA launched a strategic EU expansion initiative to better serve European clients and strengthen transatlantic cybersecurity cooperation. C3SA sought to meet growing demand across both sides of the Atlantic: from European firms needing to align with U.S. frameworks such as CMMC and ITAR, to North American companies seeking guidance on EU regulations like GDPR, NIS2, CER and DORA.
For the next two years, C3SA conducted a comprehensive review of potential locations for its European headquarters, working with governments, innovation hubs and trade offices across multiple countries. After evaluating options in Germany, Belgium, Spain and France, C3SA zeroed in on the Netherlands due to its international outlook, strong cybersecurity ecosystem and access to global markets.
“Establishing our European headquarters in the Netherlands allows C3SA to expand cyber readiness and resilience advisory, advance R&D in emerging technologies, and build the partnerships necessary to support clients across both European and transatlantic markets,” said Monique Arends, C3SA’s Chief Administrative Officer (CAO).
Collaborating in the cybersecurity capital of Europe
For C3SA, The Hague stood out as a logical base of operations. Company leaders see the Dutch city as Europe’s cybersecurity capital, anchored by The Hague’s Security Delta (HSD) and a global ecosystem where public-private stakeholders work together closely. Moreover, the Netherlands offers the right mix of a pragmatic regulatory climate, strong digital infrastructure and a highly skilled talent pool nurtured by leading universities and research institutions.
C3SA was also drawn to the Netherlands’ culture of trade and innovation, combined with its strategic access to European markets along with transatlantic partners, which align closely with C3SA’s mission. The company strongly believes the Dutch collaborative model is essential to national success, providing a model for how countries can achieve both cyber resilience and digital sovereignty.

Contributing to community
Frederic Dorré, a Dutch-born cybersecurity expert now based in Canada, has joined C3SA as SVP of Cyber Solutions EU, bringing his fluency and local insight to drive the European expansion.
In the coming years, C3SA’s Dutch office will focus on advancing cyber resilience and strengthening digital sovereignty in close collaboration with national security and critical infrastructure partners. The company sees its role not only as a trusted advisor but also as an active contributor to the broader community: supporting workforce development, academic partnerships and innovation initiatives that reinforce the Netherlands’ position as Europe’s cybersecurity capital. By connecting cutting-edge research with practical solutions, C3SA will help Dutch and European organizations anticipate threats, protect critical operations and lead the way in cybersecurity, AI and digital innovation.
C3SA was first introduced to the Netherlands Foreign Investment Agency through the Canadian embassy and regional partner Innovation Quarter, and cites NFIA’s support as instrumental from the very beginning. “NFIA not only provided the right tools, connections and resources for a smooth landing, but also welcomed us as if we were part of their family,” Arends noted. “That level of personal commitment gave us the confidence to establish our European headquarters in the Netherlands and positioned us to scale quickly and effectively.”
